Since "down" is two opposite directions at the two poles but the Earth only rotates one way, the pendulum precesses clockwise in the north and counterclockwise in the south. So please take careful not that the meticulous care is required to measure the period of the Earth's rotation but not so much simply to determine if it's going one way or the other. It's two different experiments you can do with the Foucault pendulum.
