The 4 nations toiled for years together on cybernetics and ways to effectively use them on humans. From the prisons of all nations, a total of 9,509,000 prisoners were put on the island and had a "control" chip put in their brains, with a new kind of AI to control all the prisoners. The prisoners were shortly set to work, acting like bees in a hive. Soon, the miniature nation was built up to a size that could hold the prisoners and other machinery on the island at the same time. After this, it became a self sustaining floating nation in the middle of the pacific ocean. It was left there for decades, and eventually the governments all forgot about it. Eventually this hive mind grew, researching and inventing new cybernetic tech lightyears ahead of the rest of the world. By 1973, it had created the artificial womb and mastered genetic engineering and began to rapidly increase the population. This island grew, and grew rapidly.
