The Milky Way Band wraps around the celestial sphere dividing it into two opposing current hemispheres. The Milky Way band is not a spiral galaxy, but a literal band. Job 38:9 calls it the "swaddlingband". Because the daily rotation speed of the celestial sphere is slightly faster (23 hours, 56 minutes, 4 seconds) than the sun (24 hours), the sun makes one complete retrograde revolution around the celestial sphere each year. As the sun passes the milky way division line (twice each year at the solstices), it reverses its direction from north to south and south to north. Hence the Milky Way Band actually performs the function of steering the sun.
