I'm not sure, but I think this has to do with the fact that it is first and foremost a national republic. In the context of the state, it's like a state within a state. They give less money to the federal center in the form of taxes. They also have an oil-rich region.
More money, allows the region's economy to "breathe more." They preserve their culture and language. They restore historical sites and buildings. They take care of themselves and their home. This is a good example.
