No matter how deserving somebody seems of anything, there'll be a good cut of retards not wanting it to happen. They'll either want it as well, or not want the qualified people to have it neither. Might just be human nature, especially when you bring it over to large-scale politics.
There's also that, politicians who run for positions and whatever mostly depend on stupid and gullible people to get them there. Even if something like this were in place, it sounds pretty unsustainable. Sooner or later the people in power are going to get rid of it, because of simply wanting to stay in place or to get somebody who they want into a position. I don't know if you can give people so much power without eventual corruption.
But what's cool, look at Deus Ex. What you're saying kind of happens in the Helios ending. People just accept the AI to handle things, they simply wanna get on with their lives and figure the AI to be qualified enough to be their "leader". Because it instantly brings things in place to make them way more comfortable than before, so that nobody complains about it. But if it were a vote or something to bring the AI into power instead, you can imagine that it would've been highly opposed by the same people. Once they see the positive effects of it on their lives, that's when everybody is okay with it.
I guess it could be a similar thing, if something like "only the qualified get to vote" is forced into place and it makes everybody's lives better, then they may not be mad about it. People can ignore pretty much everything as long as their life is comfortable.
But it may be impossible to get into place with how things are now, because people are so clingy to the rights they believe to have, and the idea of them not being "qualified" will just come off as an insult to brainlets. Charlim.
