It might not be that bad of a problem if it weren't for that people are actively made more and more braindead, basically on purpose. And even if you tried to reverse that, I think the majority of people still won't be very bright.
A test sounds practical I suppose, but I don't know what kind of test it would be, I guess you would say an IQ one, but it's dubious to me how much that would really count for. Let's say you figured out the perfect way to do it, it's still that a lot of people won't be able to pass it. And that's going to get them pretty angry about it, sounds kind of hard to keep in check. It sounds better not to have democracy than like that. Imagine if you worked for years and paid your taxes and everything, then got told that you're too stupid to vote. Don't like that, personally. Either all in or not at all.
Either way, democracy nowadays can basically be considered as revoking the public of vote anyway. It's just whoever pours in enough money to win.
