The reason you have to sign a form saying you are not a user of marijuana every time you buy a gun is because of the Gun Control Act of 1968.
The late 1960s, early 1970s was of course the height of racial tensions and violence. Protests, full blown riots, and armed blacks open carrying at government buildings like in pic related.
