The discoverability on twitch is trash tier.
Tay should make like 10-15 minute edits of her stream with the best moments and upload them and also make shorts out of said moments (I wish I could do it but I've been way too busy even too make some simple edited videos).
Multi streaming on twitch and kick would also be good (if she ever fixes her internet). Discoverability on twitch is bad but like an anon says, if you play niche or older games, even with fewer viewers, you'll dominate that category and probably get a few new people.
She should also raid other streamers when shes done. Collaborating with others and building bridges is good.
When it comes to content, talking to chat for a while is good and she does it well, if she's gonna do gaming, gaming with a gimmick is king. Like for example, instead of just playing minecraft with her friend, she could've made it a competition between them to see who reaches the end first, maybe have some consequences for who loses.
If she ever plays Fallout New Vegas, maybe instead of her making the big choices in the narrative, she could leave it up to a coin toss leading to a schizo play through where you can't tell where your character is gonna end up. This sort of content has blown up and continues to do well on youtube. Just some ideas.
