I simply do not want to interact with him since, not just today, but many other times he kept baiting me without any reason. I already tried being friend with him in steamchat and i was very kind and gave him many opportunities to be my friend, i implied that if he stopped baiting me we could've been friends, to which he replied with stuff like "im not baiting you I'm saying truth nukes" (implying random mean insults against my country are truth nukes).
