PC's are pretty cheap in the US both assembled or purchased from parts. On the flip side though, if you want to get a really good one, like max spec, you might have to pay over $1000, even if just getting it from parts. Mine was purchased assembled and it has 8gb RAM and 1tb hard-drive memory and a 2.7ghz 4 core processor for $450, with a monitor.
