There was population exchange since antiquity. Carthaginians settled there, the Germanic Vandals settled in North Africa, and so on.
According to historical sources, Hispanians were known as more swarthy and curly-haired than most celts. The real pale "blue bloods" were the invading Visigoths, who formed the bedrock of later Spanish nobles. Then the peninsula was invaded by a multiethnic Muslim army, and they converted tons of locals, and mixed in.
"Blue blood" became synonymous with nobility. It's not exactly clear all the sources for "blue blood" was just this (also because they weren't tanned from working the fields), but the Visigoths were definitely whiter than the average person in the region.
