First you have Anno as the "main guy", who has expressed lack of understanding and disinterest before.
The same disinterest is found with Tsurumaki, but it's more that he's occupied with other characters.
You have Higuchi etc... but they are more SF guys from what I can tell and have never really expressed any particular opinion.
If 2.0 seemed promising, it was not because of the guys above, it was because of Enokido, who suggested she be saved at the end of 2.0. This would allow for a lot of new interesting things, which were decided against in 3.0.
There might also be Yamashita's influence, who's done "more rei clones" in the past as well. But I'm not sure, since Rei Q sounds exactly like what Tsurumaki said he wanted in an interview.
