It is the most effective way, and it's what all the professionals do. You need to spend more time in introducing and then sabotaging Rei than you do e.g playing up Asuka.
The second point is that to truly attack Rei, you must first ensure the audience that this is the Rei they know, and what better way to do that than copy 1.0? For what it's worth, they introduced Kaworu in the first movie.
