Think about it, the world in this scenario put the girl in her stark position by way of some absurd legal snarl that all lawyers and cops involved still carry out in lockstep yet without really abusing thier authority over the situation either. This sets a tone, a world where this is possible then could then have further implications.
For example people have brought up how going around barefoot everywhere would be impractical, but if the world is so orderly then its not much of a stretch to just pass it off as the janitors and street sweepers being just as diligent in thier duty as the cops? Or folks would expect her to draw a crowd to laugh at this scene at her expense, but if this setting is such an orderly society is it really a stretch to say that though she turns heads and comments as they pass by folks are still going to fulfill thier responsibilities and obligations as society expects of them, and so not really go out of thier way to rubber neck?
Now imagine the implications of her continuing to grow up in this world, another cog in the machine going about thier daily grind, but the only one who's exposed to the world, bare ass naked with a handful of strapping cops just around the corner vigilant to keep her that way for their small part in maintaining an "orderly society".
