Sharker guy looking to bike-lock some unsuspecting girl's panties to a railing. Spots a girl wearing only a shirt or a short dress (I can't decide). Unknown to him, she's nopan (she already got sharked by some other guy in some other part of town). When he goes in for the kill and finds no panties, he panics and just forces the lock through the fabric of her shirt/dress, effectively locking her only article of clothing to the railing instead.
