100 on a 28 is fine as well.
Do realize it's based on terrain, your tire, etc. If the terrain is shit a larger lower pressure tire is always faster. If the terrain is good like a smooth road a harder tire CAN be fast.
I just like the way hard tires feel on my pretty damn smooth bike trail we have here. The sound it makes when I push a big gear on the flats is lovely.
OTOH 28mm+ tires can be comfy and fast if you get a modern fast tire. They will give more grip in corners and the wet too. YOU should experiment.

Once you decide it's a keeper get a decent fork, ditch the FD+shifter, and just unbolt the big+small chainrings if you want to try 1x.
If you want 650b like performance get the biggest tire you can fit in there. Remember 26in BSD is 559 and 27.5 is only 584. not much of a difference.
