The dotted lines represent the next 60, except for California where the combination of the Coachella/Indio rail study and Xpresswest drop it down to 30, it's put in dots here because it's not a hard known like CAHSR's core network is. North state services (Redding, etc) are likely to see improvement too, with the next stage requiring Caltrans to conquer Shasta and Donner.
Nevada is also considering some sort of rail component to the new Interstate 11 they want from Reno to Vegas. It's debatable if it will happen or if it'll include passenger rail let alone high speed rail, but it's at least being considered. The dotted line from Vegas to Phoenix is the southern half which Nevada is more supportive of.
