Granted, NYC had theirs get bad too. The whole city was pretty fucked, peaking in the 1980s when large swaths of the boroughs looked like the aftermath of the Battle of Berlin. Despite how screwed it was there was enough willpower to actually try fixing things. It took a while and they screwed up a lot, but they did manage to turn their public housing projects into fairly safe and vibrant communities as well as reduce crime across the board in the city.
