Although you'd be right that personal automobiles didn't really become a thing until after WW1. But if that's your threshold, many sizeable European cities are at least partly car-free, since they tend to have large sections inaccessible to private autos.
I'm not strictly anti-car, but I'm against car-oriented urban planning, so limited thoroughfares and parking garages outside the city center seem like a good solution to keep massive car-use out of the city while being receptive to the needs of people coming from places with poor public transit service.
