When there was in the 60's and 70's a drive to replace them entirely with highways, buses, and a metro system by the year 2000, they instead chose to invest MORE into the tram network. Through successful procurement of more modern equipment, they could maintain their level of service in spite of some cuts to a few far-reaching branches. Having survived the car-madness of those decades by holding on to what they had, the network once again began expanding, and has since been upgraded and improved continually.
And luckily, too. The streets of the city could've demolished much of the city itself.
