She tries to disguise this by having a short hairstyle for the past 9 years (at least 2010 according to her S8 Stock introduction video) which makes her body height look shorter than it actually is, making her flat chest a lot more acceptable visually.
The illusion is further set in the eyes of the viewers rather conveniently by having Geoff as her boyfriend. Geoff is quite a tall chap, taller than Vicki - making her look even shorter.
However, this illusion has been broken every time she stands next to someone other than Geoff, the most notable example in my memory would be the London Overground race video (uploaded on Geoff's channel) with 4 other Londonist employees, in which she is actually the tallest out of all the 5 people in the shot (

This video has a wealth of scenes where Vicki's true height has been betrayed, particularly at the 4:21 mark where Vicki alights from the 2009 Victoria Line tube stock, by referencing a diagram of the tube stock, I can determine Vicki's true height.
Her head appears to be just above the door at the back of the carriage with her feet inline with the floor of the carriage, from this I can determine that she is standing between the two blue-highlighted areas. The total height of the image is 303 pixels, with the blue areas giving a combined height of 114 pixels, comprising of 37.6% of the total height.
This information is vital, as it means that Vicki is 62.4% of the height of a 2009 tube stock train - the height of which is 2.883 metres. This means that Vicki's true height (62.4% of 2.883) is 1.8 metres, or 5 foot 10 inches.
The average height of an English woman is 5 foot 3 inches, a staggering 7 inches shorter than Vicki. I can conclude that Vicki Pipe's small breasts are not proportional and is detrimental her overall aesthetics.
