But since they are small, they have a large frontal area for their volume, wich leads to high air resistance.
Also Velomobiles are shit in stop&go situations since they are much more heavy than a normal roadbike.
Since a bus usually does stop and go whith a average moving speed under 30 km/h and packs a lot of volume behind its frontal area, aerodynamics are kind of neglectable and rolling resistance is the major force slowing it down.
