Minneapolis' biggest suburb, Saint Paul ;), is where the city put the resident's at the back of the line for street replacement. Some of the argument was about losing trees but I think that is more coded language about not wanting people to walk in front of their houses. Why do people still think it's okay to only allow people to walk in the street?
Saint Paul has been redoing their comprehensive plan too, but has had much less controversy. When they had a public hearing about their plan the majority of speakers advocated FOR more density. Part of it is they are less specific about policy changes but they also apparently have allowed duplexes everywhere since before 1975. I didn't know this and it's difficult to see that as being obvious when reading their historic zoning map. Attached is an updated draft.
