Tiny narrow-gauge stuff can be pretty simple in scope, and relatively affordable, but especially here in America, where heating surfaces run past 5000ft/2, and engine weights start at 75 tons and go up, it can be really, really expensive. The hardware is getting pretty old as well, and the tolerances aren't as tight as one would wish, so there's often a fair bit of hard to fix wear and tear, even assuming normal operation. There's a reason even "smaller" projects like the 1361 have taken decades.
