cities have higher priorities for cars
medium sized cities are comfy and dutch cities feel quite small so it works better there

Northern France is poor as fuck, not nearly as dense as benelux and filled with you-know-what kind of unpleasant people
I also find that too many bikes can make strolling on the sidewalk a pain because now you have to watch out for them and their aggressive ding ding ding whenever you step on their path

I've been in Netherlands by bike and I gotta say that I never realised how much I hate other cyclists. My city of 10 mil has probably six proper bike lanes outside of parks and it's delightful, you can go whereever you please and flip-flop between pretending to be a car and pretending to be a pedestrian on a whim. And the best thing, the only other wibble-wobblers are kids and 3slow delivery boys that never leave sidewalks anyway.

I'm living in that part of germany, it sure isn't as good as the netherlands but we do have a lot of bikepaths and it's slowly getting better in cities as well.
Though the bike paths often don't follow major roads.
Take for example the Vennbahnweg, a realy nice bike path rhat is not at all dutch-style.
