In all civilised countries the law insinuates that a vehicle occupies the lane it is on, for at least the length of the vehicle itself, without regard of the actual width of the vehicle.
The law further requires passing vehicles to switch lanes to overtake. It only escapes imbeciles that there is in fact no advantage to violating this rule and moving over only partially but enough to cross the line compared to moving entirely.
At the same time there is no obligation for any vehicle to go at the speed limit at any time. In fact it is a speed LIMIT, the maximum permissible velocity. Road users are usually required to exercise due diligence and make deductions from the speed limit to account for adverse conditions like lighting, weather, traffic, ability, vehicle performance and more.
Road users are usually required to not unduly hinder others by either choosing a far lower speed than is required and achiveable or choosing the wrong lane for the chosen speed. And yes in most civilised jurisdictions road users are required to use the right hand side of the rightmost lane. Which can mean alot beyond not positioning to the left of the middle. But there is no obligation for any road user to choose any set minimum speed. Even more so if said minimum speed was equal to the speed limit the margin of error would be 0 and everyone would get ticketet.
If everyone follows the rules everyone will be fine and have a pleasant experience.
The problem is of course that the motorist, in his degenerative state, has only a weak grasp of the rules and likes to twist them in obscene and deluded ways.
