Inside a 9,000 square foot home on Welters Way in Eden Prairie, neighbors say Gabriel Luthor, 39, and his girlfriend Elizabeth Brown, 42, threw wild parties that seemed straight out of a movie.
"One party there were at least 200 people," said Sue Donkersgoed, who lives across the street and is nicknamed "the neighborhood mayor."
After multiple neighbor complaints, a six-year investigation that included a 2023 raid of the Welters Way house reported in the Eden Prairie News has finally resulted in an indictment, charging Luthor and Brown with running a fraud scheme.
The indictment says their business, Golden Victory Medical, offered "neurofeedback therapy" and other medical services and overbilled Medicare, Medicaid, and private insurers to the tune of $15 million.
