If you spend multiple days in the woods or low mountains typical of northern Europe where it's usually cold and wet, a leather boot that can be dried out is far superior to a goretex boot. They're easy to maintain with wax/fats and can be repaired/resoled.
It's just that you don't really need them in Iraq and Afghanistan.
