Galvanized "hardware cloth" comes in rolls of 10'to50'+ w/ openings of 1/8", 1/4" and 1/2" being most common. As for framing, typically one by pieces of wood (1"x3", 1"x4") can be found for near nothing/free in the scraps bin at home stores that cut lumber. Frames not even necessary. The material can be simply placed on top of a length of screen and shaken, but that may prove cumbersome.
Examples of items one can use as soil sieves are colanders and burlap bags.
