but ultimately if they're on public land there's a lot of things you could legally do that would annoy them. Yes, you can film them. No, they can't prevent you from going anywhere you want on public land. No, they're not allowed to camp in the same place more than 2 weeks. No, they're not allowed to build structures, or "art," or leave trash on public land. They aren't allowed to use drugs on public land. Shooting on public land follows very specific rules and laws. Public nudity on public land is generally illegal.
tl;dr: if they're getting away with those sorts of crime it's only because nobody has complained
