In the desert, the alpine, the chaparral, the scrubland, yes there are bears. There are also plenty of forests or woods without trees big enough. NPS requirements in the sierra national parks are I think a branch at least 10ft long at least 20ft up. That can be hard to find

The counterbalance method was invented in the 1960s. Hanging food caches to keep it out of the reach of bears has existed for thousands of years but was mostly used for food you were leaving and would want to come back to, only in the 20th century would you do it if you were staying in the area, because before then you’d just kill the offending bear and now have even more food.
