The problem isn't with the amount of fresh water on earth, we have fucktons of that stuff. The problem is that the natural distribution is very uneven and water is difficult to move great distances due to it being dense as fuck.
The mountain streams would actually be a bit larger and more plentiful, thanks to a rising snow line. The only rivers in danger are the ones that humans tap heavily or (mostly) pollute the crap out of.
Inland water will be distributed to the inland states, which will have plenty of fresh water available once the coastal states aren't trying to get at it.
Purified seawater will be what most of the coastal states live off of, and will also be cheap and plentiful.
America is probably going to be fine. We're pretty stacked when it comes to water, and we have more seawater than we know what to do with.
But don't mind my logic, I'm sure you have some feelings that validate your alarmist claims.
