I tried making this daytime photo seem like it was take during the night but it didn't work out

This was shot from a moving vehicle going over a bridge, and sadly, I had failed to set the SS acceptably high resulting in some unintended blur.

Thanks, man! Clarity was at -9, texture at 15, sharpening at 91. I think the real problem was the texture being too high, but sharpening could be reduced also. Still trying to figure out landscapes.
