sensor technology and size matters, megapixels has nothing to say about the iso performance of the image even if it's rated lower by dxomark(it's because they look at it at 100%)
of course the 24mp is going to look better if you zoom in to 100% but if they're upscaled or downscaled to the same size they will look identical given the technology is the same, well I'd even go as far as to say more megapixels are better because you get more detail to work with, so effectively a 12MP camera and 46MP camera does the same in low light.

I don't know how this myth that "lower MP = better iso performance" came from because that only applies to video, not photos.
