>>3793158>>3793170>>3793177I've done my fair share of developing and scanning. C41 is pretty simple, if you have a bathtub it really helps, a shower works too I guess. Black and white is super simple, look into the D96 monobath, I've switched to exclusively using it because of its simplicity, I don't really see a difference in results between more traditional developers and the monobath, and it takes like 10 minutes from start to finish.
Anyway, for scanners I'd recommend you go with a dedicated 35mm scanner, or 120 if that's what you're shooting. I bought myself a used Minolta Dimage scanner from like 2001, gives me approx. 12mp scans, I'm pretty satisfied with them to be honest, I used to do the DSLR scanning, but it's harder and takes a lot more time imo. Skip the flatbed altogether, they're decent for 120 but suck balls for 35mm.
