If you want to get into some meaningless semantic technical argument about noise and ISO and sensor size, or just cherry pick good/bad models to change the difference, feel free, but I'll pass on that.
If I can shoot APS-C @ ISO 1600, and FF @ ISO 3200, and end up with similar noise levels, that's good enough for me to agree with that statement.
