If I'm downsampling for general web, I'll use bilinear at exactly 50% (in photoshop) a couple times to remove noise, then the last downsample will be nearest neighbor at 50% for sharpness, though if moire appears I'll go back and do bilinear again and sharpen it slightly
Though, you can always just resize with bicubic smoother and sharpen with an unsharp mask at 0.2px and 300% for just about any image.
It doesn't make much of a difference, it was much more important when our displays were lower resolution. It's debatable whether it matters much for printing. Not saying that good sampling and sharpening doesn't matter, just that most methods are pretty good now compared to the past.
