The camera is set up that the moonlight is not enough to over expose the surroundings, just enough to correctly expose the solar panels and pick up some stars, but dim enough that nvg lights are blown out.
My guess would be from 3 to 6 seconds.
Which can account for cloud movement and the guy on the right fidgeting.
Why it wouldnt be 15 seconds: no one can stay still that long. Especially the guy on the left holding up a rifle.
Plus the moon would "cook" the rest of the image along with the surrounding starlight.
