big problem with the raw women's roster at the time was that almost none of the girls were actually over. it's hard to get people to care about the belt if they don't care about either the champion or who could challenge for it.
only girls in the bracket that were at least somewhat over were zelina and kairi. add maxxine and those are the only low-midcard girls that are over on raw at all.
smackdown's US tournament on the other hand was stacked, every match had at least one person the crowd could really get behind.
they went with lyra because they seem to have big hopes for her. she's not over, but they hoped the belt would get her there, not realizing that the wrestlers get the belt over, not the inverse.
