Hogan got his way because he drew money and was directly involved in the two hottest eras of wrestling. He did definitely politic but generally he made decisions that were good for business. It's not impressive to convince the booker that you should go over when you are the biggest draw in the history of wrestling. He is probably the only guy who managed to be a top draw as a 100% babyface and 100% heel. You could argue Flair or Austin did similar numbers but they honestly never committed to being strictly one or the other most of the time, just focused more on which aspect of their character they emphasized more.
Triple H meanwhile was basically just the Kliq's designated driver and launched himself from the momentum of riding those coattails into a management position. His prominence on screen never correlated to the numbers he was actually doing. He never really suffered for it in spite of driving off a huge portion of the audience with both his on and off screen maneuverings. Managing to segue having segments that consistently drove off audience members into running NXT and then turning getting completely destroyed by AEW in head to head competition into an even larger backstage role is some pretty gifted politicking.
