AEW has a roster nearly the size of WWE, doesn't do house shows and doesn't do 2-4 minute matches with non-enhancement talent. Despite the massive roster, Tony still routinely brings in enhancement talents for wrestlers like Mariah May who clearly don't need them while full-time wrestlers sit in catering with nothing to do. Sometimes they to wrestle matches for 1500 website subscribers out of pity.
We call it Tony's Toybox for a reason. He doesn't need this many wrestlers under contract because he doesn't use them. If he brought in 90% less jobbers, if Okada was beating Serpentico in 1 minute instead of Cristiano Argento, you wouldn't be seeing this thread. Or if you did, I'd be eviscerating OP instead of calling out your obvious bullshit.
