The only other answer would be Bron Breakker, and even that doesn't feel right.
At the end of the day it doesn't really matter who ends the reign. Every time they list off the longest reigns they never mention who ended them, only that they happened.

Roman doesn't need both titles. Cody can win the WWE championship at mania. Hold it for a while (less than a year) drop it to an up and coming guy (Theory, Gunther, or Bron).

You can’t go wrong with either, from a story perspective. When guys have long reigns like this, it usually doesn’t bode well for the guy who beats them. Bruno and Okada come to mind. Based reigns and the follow up reign sucked.
