I think anons are being too catastrophic. I believe any NCR civilian presence is going to be minimal, given the nerve agent we released last time we were there. And for the NCR military presence, the smashmouths either wipe them out, and then we swoop in and kill them, or they get beaten back and we kill them when they retreat anyway.

I'm also against sending our second in command while we're also there, there's a line of succession for a reason and sending both the leader and his second on a potentially deadly mission is stupid. Speaking of, we probably should work out a proper line of succession sometime.

First of all, Courier's stash has a number made up by Survivalist in his head. He's remarked several times that our arsenal is getting slimmer and slimmer through Courier's own use. I will not be bothered to look at it every single time. Six has 0 issue using his arsenal when it comes to it. This is from when we decide to go hit the Blight with Ulysses:

Now, good ol Survivalist doesn't count grenades here. Let's say he did. We have no production of any explosives. We buy very few, if any, and I don't remember placing any order for them. We don't have existing contracts yet to buy grenades. And on top of that, we likely used grenades against our enemies through the NVD fights. Existing grenades are likely only :

- Courier's Stash (not infinite)
- Maybe some in NVD Enclave units' possession. They just fought in the war against the BoS.
- Maybe some in Granite possession, and they aren't integrated into our forces yet. Also recently fought against the BoS
- Some from Hidden Valley. And the BoS went through a war against us. Where they used all the weapons at their disposal to win.

This is what we took from the BoS at the end of the war from Hidden Valley

-75 Tier 3 Firearms
-50 Tier 2 Firearms
-50 Combat Armor
-20 T-45 Suits
-10 Damaged T-45 Suits
-15 T-51 Suits
-5 Damaged T-45 Suits

This loot could have some grenades. But they will not be in high quantities; let's be honest. So the most likely thing is that we don't have a great pile of them around.

Them trusting us with an easy contract after a very profitable war, relatively few losses for them, a stay in NV and Gomorra is expected. Why not believe a supply attack?

Them not checking wargear? They would check it. They are about to attack a place. They are still mercenaries, so not exactly full dumb raiders. The Smashmouths make contracts; they go around the wasteland. For them, keeping a check on their weapons is an essential thing to do. Like getting a contract, booze, whores, and drugs is essential. And what about raiders? Raiders have a tendency to modify their gear in Fallout. Why wouldn't they do something to it if it becomes theirs ?

Military forensics are really different from police forensics. Maybe I'm giving the NCR too much credit but they are a decently developed nation with a well funded military, which means having officers that investigate battlefields for indications of what actually happened is, to my mind, kind of a given. If an entire installation is wiped and a foreign nation leaves and claims they were just cleaning up, it really stands to reason they'd have NCR rangers - canonically possessing tracking and investigation skills - look at footprints, ballistics, scorch marks, and corpses to verify what was said. This wouldn't require any scientific equipment, just seasoned trackers with sharp eyes. Again, maybe I am being cynical or over-estimating them, but this is very standard, low-tech stuff. We aren't talking about the Courier's personal arsenal, so I'm not going to bother with that first one.
As you note yourself, Survivalist hasn't listed exact numbers for grenades.
In FNV the base value of a plasma grenade is 300 caps (which being the government, stands to reason we could buy bulk from the Graffs or Gun Runners), and we are saving 30,000 just from cutting these guys loose and probably gaining a few million caps worth of equipment from this operation. Logically follows that even if they are 'rare and few', we can replace them.

The few merc raiders that have it would be a bit more durable to kill. And Smashmouth would see this as an enormous pay. Few of them would have expertise with PA modification, if any at all. Planned sabotage could be less noticeable, though it still needs to be well made just to be sure. You never know if a raider gearhead wants to put his hands inside a PA. Like poison that Gaper inhales while wearing one. It could be done, but it needs to be done well.

All the other points are agreeable to me.

Regarding the Courier’s inventory, he usually only has enough equipment for himself or a small group of folks.

Like for example, he used almost his entire inventory of medicine to help Freeside early on, and so now he really just has enough for himself. He also donated almost all of his PA so again, really just a suit for himself.

While he has an armory unlike anyone else, it’s not enough to equip 700 people. You’d have to dip into your supply AND purchase some explosives for that part of the plan

If you want to give them, it has to be a believable stolen number by our previous mercenaries. Like the PAs another anon is suggesting. Too many, and it doesn't sound believable. Our military cannot sound like it is so easily out-tricked. It wouldn't make sense after winning a war.

This is important. Setting up an FOB ahead of time with fuel cache, field hospital, spare parts for the vertis and PA, with comms and ground transport back to home will make the back end of this op run a lot smoother.

Enough infantry that's roughly equivalent to the smashmouths in numbers (and superior in quality, remember these are drug addled raiders), plus granite and ourselves to tip the scales. Anything more is overkill, and if we did need those extra forces then we weren't going to succeed anyway.

I'll back this too. I am not worried about short term pain here, as I said elsewhere, austerity during reconstruction is a death sentence for a growing nation. The smartest thing to do is to spend really hard, even if we go into debt, in order to massively expand industry and infrastructure as quickly as possible. These investments won't even just put us back on track, they'll get us to finally REALLY grow.

Sure, but the problem is the budget blowout is currently sitting at -300k a turn. We'll be flat broke in 3 months. Even if we fired every merc we had right now we'd still be looking at a -160k blowout. For the kind of spending we need to be doing, we need a lot more money in the bank unless we want to face an economic crisis.

We aren't a sophomore college student or a guy opening his own convenience store at the corner by the gas station. We are a nation. Going into debt isn't something we need to anxiously avoid - it is quite literally one of the most important tools in the shed.

It depends on how much debt and who is providing the credit. There is no IMF or central bank printing money, and the current lender is the kind who takes your property and enslaves you if you don't pay them back. Also, spending double or triple your income wouldn't be good even if you could reasonably inflate your economy to match. Borrowing from Shi or NCR or issuing bonds might be a viable stopgap, but it's not a long term solution. Revenue must increase, costs must decrease, or people will go unpaid.

As anon said, debt is only good when you have an international monetary system to borrow from, and not directly from the pockets of neighbouring states. We're operating on a roughly pre-modern economic system here where running out of money doesn't mean we go into debt because we literally don't have any caps left to pay anyone. We could mint more of our own currency, but then we run into inflationary issues and yadda yadda yadda.

Caesar has resumed water flow to Lake Mead, and while the population is steadily rising, the water situation is stable for the moment and slowly improving. But major investment is still needed.

Scavenged industrial medicine, sparse home remedies. The Followers have begun manufacturing medicine on a small scale and their hospital has resumed construction. Due to the war, very little medicine is being imported.

ALERT: END OF WAR
The NVD has won a war many thought they would lose soundly and while experts say it could have been much worse, there is still damage across the country. Primm, Novac and Goodsprings all have seen scars of war as their residents return. There are hundreds still injured and dying from lingering injuries, trade is recovering.

ALERT: TRADE & TOURISM
Trade with the NCR has resumed but at vastly-lower levels and there is still a hesitance to return due to the belief of disorder and chaos. Tourists are slowly returning but will take time for the perception of a safe NVD to return. More routes than ever are being patrolled however which is helping trade and travel.

ALERT: BUDGET
Due to the war, the military budget has exploded in size and because six-month contracts were signed with your current merc companies in light of an assumed protracted war, they are now being paid to do a whole lot of nothing, though plans are underway…

ALERT: NVDAF
After the reforms suggested by Kreger, the armed forces are ready to be expanded and expenses can be massively decreased by the introduction of a supply company. The army is expected to grow with the adoption of the Band of Brothers and perhaps the Granite Company.

ALERT: BOS AIRSHIP
The former BOS airship has crashed in Red Rock Canyon and while the Boomers have prepared, examining and slowly cataloging the wreck, it will be slow-going. The Boomers have begun setting up their facilities in Nellis to receive the wreckage.

ALERT: INTERNAL INVESTMENT
Due to the massive and sudden investment in the country, the skilled workforce and most industrial equipment has been slated for current projects. Nothing else can be started until those finish.

ALERT: CENSUS
With the acceleration of industry and the mastery of the Mojave, many are pressing for a full census of the nation to ascertain proper population numbers and to get a better understanding of the workforce and their skills as well as immigration status.

ALERT: HAWTHORNE
The operation to false flag (again) a raid on the NCR military depot up north is ready to be undertaken. A decision on Ulysses’ participation and which of your forces are being taken is still undecided.

ALERT: STATE FUNDING
Governors have begun to clamor for more funding to maintain and improve their states, with some going so far as to institute small taxes and tolls in order to raise revenue. Soon, other states will follow suit and begin to create their own system if not handled.

My vote is against Ulysses going and taking only a squad or two of PA, any more would be overkill. Oh, rentry says we should also pick up Moreno's PA while we're there and give it back to him.

We should also begin pursuing more research projects now we're onboarding more people. I'm also unsure what to do with our Enclave troops, especially now we're onboarding Granite. They're part of our army and NVD citizens, but they still have a strong Enclave legacy, and I don't know what to do about that, since them being Enclave is why they're so elite in the first place. I think any risk of betrayal is non-existent, but I don't think we can just up and ask them to forget they were ever Enclave either. I'd like to keep that legacy in place and maintain their position as our elite shock troops, but I don't know how to replace losses when they probably don't have that many more personnel to give us.

There's also a lot of short-term stuff we should focus on, like the census and the governors asking for more funding, on top of the NCR casino heist, which short of a big windfall from somewhere I think we need to do.

I don't know how we can squeeze in talking with Cass here. Do it. I remain of the same idea with her. Six is not ready to be a father or a permanent romantic partner. Cass deserves a better life. I assume so, we've got 6.5 squads of manned PA troops, somebody's got to know how to jury rig the things.

I would disagree, sorta. We're really pressed for time on just about every front, which isn't great for a relationship or family, but I don't think there's anything inherent in six's character that should disqualify him from at least trying to raise a family, we're not Ulysses. We're cold, but not cruel, and we do care about the people under us. The main problem is actually finding the time to get away from being head of state 24/7, which I think mostly comes from the fact that we don't have anyone who everyone is on board with taking over the government temporarily when we need to, we basically can't take holidays.

This Six often doesn't discuss with almost anyone but his own head certain things that should be talked about; he tends to accumulate many problematic secrets; he had several other relations going on in the background while developing something with Cass, and he does questionable actions plenty of times which might not be in line with much of the NVD or Cass. That's not a strong foundation for building a family. If you read Cass conversations and how he reacts to her decision and love confession, to me he doesn't sound that ready at all. This Six is a good leader and cares for his people, but I can't see him settling down or looking at a kid.

Maintenance is mostly kept up by the soldiers and a small team of technicians that are constantly trying to keep those heaps running à la 40k. The budget you guys have for the PA mainly goes into maintenance. Out of all of the damaged suits, a big portion will remain “spare parts” suits, though that portion will shrink with more advanced technicians and training
