The warband is your military arm, which can conquer and occupy for you; they are currently available.
The desert raiders are your criminal arm; while they can't conquer or occupy, they can raid, run a drug run, or smuggle. They are currently available for use.
Whenever your forces go raiding or conquering, they shall go for the nearest target you specify.
