Previous attempts at peace failed due to the Tutsi military insiders undermining the process, and "Hutu Power" rebels cooperating with other groups that were responsible for the Rwanda Genocide.
In related news, several units of Hutu rebels in Burundi were hit in rapid strikes. In addition, some of the top leadership of such rebel groups is confirmed dead after suspected assassinations.
