I guess they feared his car mode would be too unrecognizable as springer due to the forarms becoming the fenders, the shoulders becoming the bumper, and him having giant wheels. Who knows, maybe they decided on the onset he'd be retooled into sandstorm so the giant wheels were decided to be just for him.
Another possiblity, the legs in his copter mode are oversized, and on a functional toy would have led to REALLY fat calves.
