She's an absolutely fantastic character even without the debuff - amazing neutral game, great ki blasts, a fast beam, multiple anti-airs and ways to end combos into sliding knockdowns off of basically any starter from anywhere on screen, insane mix through her command normals, and on top of it all she hits like a fucking truck. The on top of it she has a command grab super that's faster than some character's normal command grabs, but permanently debuffs your damage output by 21%. She turns a two or three touch game into a five or six touch game. You'd have to be insane not to play her, at least to even the field. She's probably as bad as S2 GT Goku.
If you could get rid of the debuff by tagging out or if it wore off at the same rate that sparking does or something that'd be one thing, but it's permanent. To get a big enough buff to offset that nerf you have to either sacrifice two characters to trigger Limit Break or play Adult Gohan and get to Level 7.
UI was strong, but I'd argue his strengths mostly came from his Jam Session assist and his 5L having the dumbest hitbox possible. You can play around him. You cannot play around 21.
