Versus needing to source out metal grommets, pins, riveting tools, and the more complex to assemble o-rings and hooks. That's costly and comparatively as expensive as just doing 25th style Joes.
As for cheaper plastic, are you talking about the older ones? because that's actually expensive. They'd use whatever they have on hand like with almost everything they produce.

I hope retro just means 25th style, but i honestly would not mind if they did make them o-ring style. Their Comic Packs from the 00s were fantastic and i loved how much more detailed they were than the original figures. <3
