Stud.io is good as far as I know. Can't personally speak for it since I don't use it, but I've seen a lot come out of it.
It does not inherently come with every part however, but a lot of people have made upgrade packs you can find and download to provide missing Bionicle parts and other bits. I think some even have made custom part packs, too.
Either way, would love to see what you can put together. If I had more time I'd be building here as well, this was a great reminder how much I love this shit.
