Even as purely as a cheaper comic book property, IDW ditched most of those z list properties from the 80s. No toy company wants to invest in them.
What it takes to produce a toy costs too much to make it worthwhile. So MASK, COPS, Centurions, etc etc etc would likely end up losing them way too much money vs the sales they'd have.
Like i said, Hasbro licenses that stuff out as a no risk, pure profit situation, but if no company wants to actually license it, it's left as unused. Hasbro as a company expects to make a certain amount of money per toy, so even if they produced COPS toys in the 10k range and made $20,000 in profits, to Hasbro that's money lost. The manpower and factory hours would have been better spent producing toys that sell $100k+ in profits (read: COPS lost them $80k).
It's pretty much the reason why you don't see Hasbro making their Pulse Kickstarters for smaller vehicles. There's not enough revenue/profit coming from a cheaper $50-100 vehicle or figure, even if there;s demand and a sure thing.
